The young man who was shot, 22 year-old Bilal Ibrahim Obeid, was gathering construction materials near the border east of Beit Hanoun.

Obeid was one of a group gathering bits of concrete to sell to a concrete recycling plant in Gaza City.

He is only the latest in a long series of men and children wounded by Israeli gunfire near the borders of Gaza.

Israel maintains a buffer zone within the Gaza Strip territory which they classify as a no-go zone they strictly enforce with gunfire. This no-go zone occupies about 6.25% of Gaza and something like 20% of the arable land of the Strip.
